State Police Bill: Gbajabiamila Says Drafting Begins as Public Submission Closes

The Chief of Staff to the President, Femi Gbajabiamila, has said the Presidential Working Group on the National Policing Bill remains on track to meet the milestones outlined in its seven-week work plan as the extended deadline for public submissions closes on Friday.

Gbajabiamila, who chairs the working group, said the committee had moved beyond its initial organisational phase and commenced substantive policy and legislative work, with the first drafting sprint of the proposed National Policing Bill already underway.

According to him, the Policy Advisory Committee, chaired by retired Justice Mohammed Abdullahi Liman, JCA, has been constituted and completed the first phase of its oversight responsibilities.

He said the committee’s work had provided the policy direction required to guide the drafting of the proposed legislation, while legal drafters nominated by the Federal Ministry of Justice had also commenced work in line with the approved timetable.

Gbajabiamila said the drafting exercise was being conducted alongside a nationwide consultation that had attracted contributions from professional bodies, civil society organisations, security stakeholders, institutions, experts and members of the public.

He added that memoranda and position papers received during the consultation were being systematically reviewed and analysed to ensure that relevant recommendations were reflected in the ongoing legislative process.

The Chief of Staff explained that the deadline for submissions was extended to provide more stakeholders with an opportunity to contribute to the proposed legislation.

The extended consultation window closes at 5pm on Friday, August 21, 2026.

He therefore urged institutions, organisations, professionals and members of the public who were yet to submit their views to do so before the deadline.

“As the consultation window closes, the Working Group will intensify its focus on the next phase of the drafting process, while sustaining the pace established during the opening weeks of its seven-week assignment,” Gbajabiamila said.

He expressed appreciation to individuals and organisations that had participated in the consultation process, stressing that their submissions would contribute to shaping the proposed National Policing Bill.
