World Bank Targets 2.6 Billion Offline People in Global Digital Push

The World Bank has intensified its efforts to bridge the digital divide by launching initiatives aimed at connecting the 2.6 billion people still offline around the world.

The Bank took a stand on this during its second annual Global Digital Summit, which brought together key public and private sector leaders to accelerate digital access in underserved regions. Central to this drive is the Accelerating Digitalisation Global Challenge Programme, which seeks to fast-track the adoption of digital technologies in developing countries.

According to the World Bank, building reliable digital public infrastructure—such as national IDs, digital payment systems, and data platforms—can link people to jobs, banking, healthcare, and education. The Bank also emphasized the importance of cross-border digital markets, supported by shared rules that encourage private sector investment.

“Digital transformation is one of the greatest opportunities of our time to drive growth and inclusion, especially at a moment when development is at a critical inflection point,” said Sangbu Kim, the Bank’s Vice President for Digital Transformation. “Digital technology can spark innovation, create jobs, and break down barriers to opportunity.”

He added that the World Bank’s 80-year history positions it well to support countries in building resilient digital systems that serve both economic and social goals.
