Singapore Tops 2025 Passport Power Ranking

The latest Henley Passport Index has revealed significant shifts in global travel freedom, with Singapore retaining its position as the world’s most powerful passport for 2025, while traditional Western powers continue their downward slide.

Singaporean passport holders now enjoy visa-free or visa-on-arrival access to 195 destinations – the highest recorded number in the index’s 20-year history. Japan follows closely with access to 193 countries, maintaining its stronghold as a travel-friendly nation.

European countries claimed the next eight positions, with Finland, France, Germany, Italy, South Korea and Spain sharing third place (192 destinations), while the UK ranks fifth with 190 visa-free options.

Notable Declines and Climbers

The United States experienced the most dramatic fall among developed nations, dropping seven places to ninth position since its second-place ranking in 2014. This continues a decade-long trend of declining American passport power.

Conversely, China made remarkable progress, jumping 34 places to 60th position with access to 58 countries – a testament to its expanding diplomatic influence. The United Arab Emirates continues its meteoric rise, now ranked 10th with 185 visa-free destinations, up from just 67 in 2006.

Global Mobility Divide Persists

The index highlights stark disparities in travel freedom:
– Top performers: Singapore (195), Japan (193), European nations (186-192)
– Bottom ranked: Afghanistan (26), Syria (27), Iraq (31)
– Emerging climbers: UAE (+72 since 2015), China (+34 since 2015)

Dr. Christian H. Kaelin, Chairman of Henley & Partners, noted: “The 2025 results reflect a new world order where traditional power centers are being challenged, and emerging economies are leveraging strategic diplomacy to enhance their citizens’ global access.”

Experts suggest the rankings correlate with:
1. Bilateral diplomatic relations
2. Economic stability and investment climates
3. Security and immigration policies

The report comes as global mobility becomes increasingly linked to economic opportunity, with powerful passports serving as financial assets that provide access to global markets and business networks.
