Manchester City Found Guilty on 114 of 115 Charges: What Comes Next in the Premier League’s Biggest Ever Legal Battle

The wait is over but the war is just beginning. Manchester City have been found guilty of the vast majority of the 115 financial rule breaches levelled against them by the Premier League, according to reports from The Athletic and confirmed by BBC Sport sources. An independent panel has upheld 114 of the 115 charges, leaving the club facing a sanctions process that could reshape English football.

City’s response was immediate and defiant. A club spokesperson said the “Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality,” adding that City’s position “remains consistent with the club’s statement of February 2023.” The Premier League, for its part, declined to comment, calling it a “confidential process.”

The charges, brought in February 2023 after a four-year investigation, cover the period from 2009 to 2018 and fall into five broad categories. These include 54 counts of failing to provide accurate financial information from 2009-10 to 2017-18, 14 counts of failing to provide accurate details for player and manager payments, five counts of failing to comply with UEFA’s Financial Fair Play rules, seven counts of breaching the Premier League’s Profit and Sustainability rules, and 35 counts of failing to cooperate with the Premier League’s investigation. At the heart of the case are allegations that City disguised direct investment from their Abu Dhabi owners as sponsorship income, a mechanism, the Premier League claims, used to circumvent financial regulations limiting permitted losses. Former manager Roberto Mancini is also alleged to have received secret “off-the-books” payments via consultancy fees from a club in Abu Dhabi. City have consistently denied all wrongdoing, maintaining that they possess a “comprehensive body of irrefutable evidence” supporting their position.

The panel’s verdict does not yet come with a punishment attached. A separate sanctions hearing is expected, and the full written judgment has yet to be released. The range of possible penalties is unprecedented in its breadth. The independent commission has at its disposal points deductions, immediate or suspended, potentially severe enough to cause relegation, financial penalties, expulsion from the Premier League, and retrospective points deductions that raise the spectre of stripped titles. BBC Sport reports that a sanctions hearing could still be months away, and the result may not be published until any appeal is completed.

City are expected to appeal, a move that would extend this saga further into uncharted territory. According to Premier League rules, both sides have 14 days from the judgment to lodge an appeal. The appeal would be heard by a new three-person panel, appointed by Sir Gary Hickinbottom, chair of the independent judicial panel. Proceedings would be confidential and held in private. The Appeal Board has wide discretion, it may allow the appeal, dismiss it, or vary the original decision.

Critically, City cannot take the case to the Court of Arbitration for Sport, as they successfully did in 2020 to overturn a two-year UEFA Champions League ban. The Premier League’s rules do not permit external arbitration, meaning the Appeal Board’s decision would be final. City’s legal team is led by Lord Pannick KC, reportedly charging £5,000 an hour, who spearheaded the successful CAS appeal six years ago. There is no fixed timeframe for an appeal, and given the sheer scale and complexity of the City case, it could prove considerably longer than previous Premier League appeals.

Even before the verdict was made public, Premier League clubs had begun positioning themselves for potential compensation claims. According to BBC Sport, a number of clubs have sought legal advice on whether they have a case for financial compensation resulting from City’s breaches. Sources indicate that Arsenal, Manchester United, Liverpool, and Tottenham Hotspur have preserved their rights to claim compensation under Section W of the Premier League’s rules before the statute of limitations expired. Successful claims could be worth over £200 million to some claimant clubs. The precedent comes from Burnley’s successful claim against Everton, which resulted in a £35.1 million payout after Everton’s PSR breach was found to have given them a sporting advantage. Any compensation proceedings, however, would only begin after the entire case including appeals has concluded.

City won three Premier League titles during the period covered by the charges: 2011-12, 2013-14, and 2017-18. They also claimed the FA Cup in 2011 and the League Cup three times. If the commission decides to strip City of titles, the beneficiaries would be Manchester United for the 2011-12 and 2017-18 Premier League crowns, Liverpool for 2013-14, Stoke City for the 2010-11 FA Cup, and Sunderland, Liverpool, and Arsenal for the respective League Cups. Whether the panel will take such a drastic step remains unknown, though legal experts note that points deductions could be applied retrospectively, raising the prospect of City being stripped of titles.

City’s official statement expressed frustration that news of the verdict had leaked, while maintaining the club’s long-standing position.

“The club has diligently respected due process for eight years on the basis that the Premier League Board and Executive would behave as an independent, impartial and fair-minded regulator, free from partisan influence,” the statement read. Former City captain Rodri, who left the club in 2026, offered public support, saying he believes in the justice system and the innocence of the club, drawing parallels to the 2020 UEFA case that City ultimately won.

The immediate next steps are procedural: the written judgment must be released, the sanctions hearing must take place, and City must decide whether to formally appeal. The clock is ticking on that 14-day window. But the broader implications are already being felt.

As Ian Hargreaves of Quillon Law put it, the rumoured verdict is not the end of the story but the beginning of a new phase in what has become one of the most closely watched legal battles in global sport. For now, Manchester City remain Premier League champions on the pitch, sitting top of the table with 15 points from five games. But off it, the club faces a fight that could ultimately determine whether their era of dominance is remembered or erased.
