Nigeria’s CNG Vehicle Initiative: Ambition Meets Reality

Nigeria’s Federal Government (FG) launched an ambitious plan to transition the country’s vehicle transportation industry from petrol to Compressed Natural Gas (CNG), aiming to reduce fossil fuel dependence and lower transportation costs for millions. Yet, despite high hopes and generous government incentives, the program is faltering amid severe operational challenges and infrastructure inadequacies.

1. Acute Supply Shortages Undermine Progress

There is a crippling scarcity of CNG fuel and refilling stations. While petrol remains widely and reliably available, many users of the CNG scheme face agonizing delays some spending days in queues just to refill.

This bottleneck has led many commercial drivers, taxi operators, and private vehicle owners to revert to petrol, undoing gains the program sought to achieve.

A truck driver lamented, “Our company gives us N20,000, but we spend six days in queues to buy gas. The money is not enough for the time wasted.” Similar frustrations were echoed across Abuja, Nasarawa, Lagos, and beyond, illustrating a nationwide pattern of limited CNG availability.

2. Infrastructure and Licensing Bottlenecks

One glaring problem is the extremely low number of operational CNG refill stations only 45 nationwide, with 11 in Abuja alone, and even fewer reliably functional. This is woefully insufficient to meet demand. Worse, many states have no CNG presence at all.

Sources revealed that government hesitance or bureaucratic delays in approving licenses for new CNG stations contribute significantly to supply constraints. Some insiders allege deliberate sabotage by vested interests benefiting from petrol importation, further complicating the policy’s rollout.

3. Conversion Kit Shortages Stall Vehicle Transition

The government promised free conversion kits for one million vehicles, but shortages of these essential kits are delaying vehicle conversions. Without enough kits and conversion centers, many interested vehicle owners are stuck or forced to remain on petrol, undermining the program’s core objective.

In Lagos, for instance, government-approved outlets are out of conversion kits, with some only able to sell non-subsidized stock, making conversions less accessible and affordable.

4. Regional Disparities and Uneven Implementation

The CNG initiative has struggled with inconsistent adoption across Nigeria’s regions:

Northern states and Abuja: Frustration due to limited refill stations, long queues, and lack of reliable supply.

South East: Slow uptake; governments are only beginning to deploy CNG buses, with some states favoring electric vehicles over CNG.

South South: Despite being Nigeria’s gas hub, the region shows minimal CNG activity. States like Bayelsa and Delta report no federal government CNG buses and little government enthusiasm, with many unaware of the policy or lacking access to CNG infrastructure.

5. User Experience and Economic Realities

Although CNG offers clear cost advantages, reducing weekly fuel expenses drastically—users find the practical experience discouraging. Long wait times, scarcity of gas, and the inconvenience of distant or non-functional stations are forcing many back to petrol. This is especially detrimental to commercial drivers whose livelihood depends on efficient transport.

6. Questionable Commitment and Political Will

While the federal government has enacted incentives such as VAT removal on CNG equipment and directed federal agencies to adopt CNG vehicles, implementation gaps suggest lack of cohesive coordination. Some states are either slow to engage or favor alternative technologies, further fragmenting the national effort.

The Federal Government’s CNG initiative, though well-intentioned, is currently hampered by critical challenges: inadequate and unreliable supply, infrastructure deficits, licensing delays, regional disparities, and alleged sabotage.

Without urgent corrective action, such as fast-tracking station approvals, ensuring steady supply chains, scaling conversion kits availability, and building political and community buy-in—the program risks collapsing into irrelevance. The hopes of affordable, cleaner transportation in Nigeria depend on resolving these problems swiftly and decisively.
