Mobilizing Billions: Africa’s Bold Move to Combat Climate-Driven Health Emergencies

As climate change exacerbates health emergencies worldwide, stakeholders are intensifying their efforts to address these challenges head-on.

Africa’s two leading public health institutions have announced a groundbreaking initiative, seeking $1 billion to enhance the continent’s capacity to respond to public health emergencies triggered by climate change and conflict-related disasters.

The Director General of the Africa CDC, Dr. Jean Kaseya who understands the urgency and scale of the Joint Emergency Preparedness and Response Plan (JEAP), comments: “We aim to mobilize close to $1 billion by 2027 to address critical gaps and strengthen systems across the continent. This will enable us to better prepare, detect, and respond to health emergencies,”

He acknowledged the limitations of current pandemic resources and extends an invitation for global collaboration: “We are inviting you to join the JEAP movement.”

According to UNICEF, JEAP is a five-year strategic collaboration designed to enhance emergency preparedness and response throughout Africa, ensuring effective action during disease outbreaks and humanitarian crises. Recall that on the average, Africa reports 100 disease outbreaks annually, underscoring the need for robust response mechanisms.

On the other hand, WHO Regional Director for Africa,Dr. Matshidiso Moeti explains the significance of this partnership:

“The collaboration between the Africa CDC and WHO exemplifies the power of partnership in global health. JEAP will bolster our efforts to fight public health emergencies, saving lives and protecting our communities. We are proud to stand with Africa CDC and work towards a healthier and safer future for all Africans.”

For the first time, the JEAP partnership developed 17 multi-country and regional proposals for submission to the second round of the Pandemic Fund, a significant increase compared to fewer than three in the first round. This milestone demonstrates the initiative’s growing scope and ambition.

The JEAP initiative builds upon existing frameworks, such as the Africa CDC’s New Public Health Order and WHO AFRO’s Regional Strategy for Health Security and Emergencies (2022-2030). Key priorities include enhancing surveillance intelligence and genomic sequencing for faster detection of disease outbreaks.

JEAP also focuses on stockpiling emergency supplies at newly established sub-regional hubs to improve response times, aiming to deploy first responders within 24-48 hours of an outbreak. Furthermore, the initiative seeks to drastically reduce supply chain delays, cutting the delivery time of lifesaving supplies from 20 days to just 24-48 hours.

UNICEF’s involvement as the first p artner in this ambitious plan marks a significant milestone, promising to transform health security across the continent. This collaboration reflects a unified effort to combat the compounded challenges posed by climate change and health emergencies, aiming for a resilient and prepared Africa.

The JEAP initiative represents a bold step towards ensuring that Africa can effectively address the growing threat of climate-driven health emergencies. By mobilizing resources and fostering global partnerships, Africa is not only protecting its communities but also setting a precedent for collaborative, proactive public health strategies worldwide.
