New Zealand Rejects Cook Islands’ Bid for Separate Passport and Citizenship

New Zealand has turned down a proposal from the Cook Islands to introduce a separate passport for its citizens while retaining New Zealand citizenship.

Why?

New Zealand, however, made it clear that this would only be possible if the Cook Islands achieved full independence.  

The Cook Islands, a self-governing Pacific nation in “free association” with New Zealand, relies on the latter for foreign affairs and defence.

According to The BBC, Cook Islanders currently enjoy New Zealand citizenship, enabling them to live, work, and access healthcare in New Zealand. However, Cook Islands Prime Minister Mark Brown sought to introduce a unique passport to “recognise our own people.

A Controversial Proposal

Documents seen by Reuters and 1News reveal that Brown has been advocating for months to establish separate citizenship and passports for Cook Islanders while maintaining their relationship with New Zealand. Brown argued, “New Zealanders are free to carry dual passports… It is precisely the same thing that we’ll be doing.”  

Nontheless, this proposal has stirred debate among Cook Islanders. Some residents voiced concerns over the lack of consultation, fearing it could jeopardize access to New Zealand healthcare and other benefits. Thomas Wynne, a Cook Islander based in Wellington, asked, “What do the people of the Cook Islands want, and have they been consulted on this critical decision? Or will it be a decision made by the few on behalf of the many?”

New Zealand Foreign Minister Winston Peters effectively closed the discussion on Sunday, stating that a separate passport and citizenship are only available to fully independent and sovereign countries.

Peters suggested that any move to alter the existing relationship between the two nations would require a referendum. “Such a referendum would allow the Cook Islands people to carefully weigh up whether they prefer the status quo, with their access to New Zealand citizenship and passports, or full independence,” Peters said.

Prime Minister Brown later assured that the Cook Islands would not pursue any changes that might impact its “important status” with New Zealand.

The Cook Islands, with a population of around 15,000, has nearly 100,000 nationals living in New Zealand. The island nation shares a similar relationship with New Zealand as Niue, another self-governing Pacific island. Both rely on New Zealand for defence and foreign affairs.

Globally, other self-governing territories, such as Greenland and the Faroe Islands (part of Denmark) and Puerto Rico (associated with the US), also balance local autonomy with reliance on a larger nation for defence and foreign policy.
