Climate Change vs. Health Systems: Is Africa Ready for the Battle?

Climate change is predictably wreaking havoc across the globe, unfortunately, its grip on public health is tightening, particularly in Africa.

The World Health Organization (WHO) has called it the “single greatest health threat facing humanity,” yet the continent’s health systems remain woefully unprepared for this existential crisis.

The question lingers: how can Africa confront the looming challenge when its health infrastructure is already stretched thin?

Despite growing global rhetoric on climate action, only 27% of countries worldwide have assessed the climate resilience of their healthcare facilities, according to a 2021 WHO survey. Even fewer—less than 40%—integrate weather and climate data into their health systems. In Africa, where fragile health systems coexist with some of the most extreme climate conditions, these numbers paint a bleak picture.

According to a report, the financial response to this crisis is equally dire. WHO estimates reveal that projects aimed at safeguarding human health receive a mere 6% of climate adaptation funding and an abysmal 0.5% of multilateral climate funding. This financial neglect is glaring, given the growing evidence linking climate change to increased disease burdens, malnutrition, and extreme weather-induced health crises across the continent.

But is this financial apathy merely a reflection of ignorance? Seventy percent of member states in the WHO survey blamed insufficient budgets for their inability to implement climate-resilient health strategies. Over half cited a lack of information on funding opportunities. The challenge, then, is not just about money but also knowledge—Africa’s health systems need both better financing and guidance to access existing funds.

At the heart of the issue is the glaring lack of evidence-based solutions tailored to the climate-health nexus. Policymakers and financiers often ask: Which investments will yield the most significant impact? Without clear answers, the climate-health space remains underfunded and undervalued, perpetuating a vicious cycle of inaction.

Yet there are glimmers of hope. Global mechanisms like the Green Climate Fund and Pandemic Fund are stepping up efforts to finance projects addressing both climate resilience and public health. However, the competing demands for these funds—spanning pandemic preparedness, routine healthcare, and climate adaptation—mean African nations must position themselves strategically to access them.

Reforming development assistance strategies offers a promising pathway. Integrated approaches that simultaneously tackle climate change and health challenges could deliver more efficient outcomes, especially in resource-constrained settings. But will global health leaders seize this opportunity? The upcoming World Health Assembly provides a pivotal moment for nations to align their priorities and demand greater global support.

Africa’s vulnerability to climate impacts is undeniable, yet it also presents an opportunity to lead in creating resilient health systems. The continent’s governments, in collaboration with international organizations, must rise above rhetoric to action. Investments in climate-health initiatives are not merely a moral imperative but a practical one.

The stakes could not be higher. The warming world spares no one, and as diseases surge and health emergencies multiply, the failure to act will reverberate far beyond Africa’s borders.
